Educated at St.Mary’s Grammar School, Sidcup and Plymouth Polytechnic (now the University of Plymouth), where he gained a B.Sc.in Civil Engineering, Peter Jones has worked in highways service delivery in both the public and private sectors since 1971. After gaining broad experience with local authorities and contractors he joined Powys County Council in 1978. In the next ten years he gained an extensive knowledge of design, specification and contract management, becoming a Corporate Member of the Institution of Civil Engineers in 1980. He covered most aspects of highway and highway structures, managing large projects as well as small repair schemes and assessments.

In 1989 he moved to the Direct Services Department, rising to Senior Contracts Manager and gaining considerable experience of managing a diverse operation which undertook a wide range of works from emergency and winter maintenance work to major highway projects. He was responsible for meeting budgetary and time constraints whilst complying with Health and Safety standards, legislation and council policies.

In a client role from 1996, as Structures Manager, he was responsible for bridge maintenance and strengthening; striving to maximise public benefit despite reducing budgets . He extended his knowledge of highway legislation and developed proposals for economic refurbishment of structures whilst preserving the rural heritage.

From 1999 he managed the Brecknock and Radnor Shire Works Group, delivering inspection, maintenance and assessment of highway structures plus small highway improvements and traffic management schemes in a large rural area. The work also involved liaison with members of the public and demanded the ability to explain technical matters in easily understood terms. In 2000 he was awarded a Post-Graduate Certificate in Management (with Distinction).

In November 2001 he left Powys County Council to form M.A.R.S. (Cymru) Ltd. a partnership promoting a patented system for strengthening masonry arch bridges. During the following 14 months he travelled extensively throughout England & Wales marketing the system, developing presentations and web sites and managing several bridge strengthening projects including two major refurbishments of railway bridges in Corby and Aylesbury. In January 2003 the associated company experienced financial difficulties and the partnership was dissolved.

Now sole owner of the company (renamed Brecknock Consultancy Services Ltd.) he is able to provide services based on a comprehensive professional and technical knowledge of highways and highway structures. His services as an Expert Witness on highway issues have been procured by one of the largest firms of solicitors in Wales.

Apart from professional activities he has gained a knowledge of disability issues as Vice-Chairman of the local disabled club; he is also Chairman of Governors of a local primary school enjoys sailing on Llangorse Lake and is a musician and Chairman of Brecon Town Concert Band. His involvement in various local organizations has improved his interpersonal skills and knowledge about management in sectors other than civil engineering.
